State Incentive Support
Promoting Employment Across Kansas (PEAK)
PEAK is a business incentive where companies may retain or be refunded 95% of the payroll withholding tax of qualified employees for new jobs created in Kansas. Basic projects that create at least ten new jobs in metropolitan areas, or at least five new jobs in non-metropolitan areas, within two years may be eligible for up to seven years of payroll withholding tax savings. Larger, high-impact projects that create at least 100 new jobs within two years may be eligible for up to ten years of payroll withholding tax savings.
Kansas Industrial Training (KIT)
The KIT program may be used to assist firms involved in net new job creation. Training can include subjects that provide knowledge and specific skills necessary for job entry including instruction on the company’s own production equipment on the plant floor or on similar machinery in a classroom setting.
Kansas Industrial Retraining (KIR)
The KIR program is a job retention tool that helps restructuring companies retrain employees who are likely to be displaced because of obsolete or inadequate job skills and knowledge.
High Performance Incentive Program (HPIP)
The HPIP provides tax incentives to qualifying employers who pay above average wages, along with having a robust commitment to teach skills development for their workers. HPIP provides a 10% tax credit that is eligible for capital investment of at least $50,000 at the company’s facility.
Industrial Revenue Bonds (IRBs)
Industrial Revenue Bonds (IRBs) are among the most popular and cost-effective methods of financing up to 100 percent of a new or growing business’ land, buildings and equipment.
Community Development Block Grants (CDBGs)
Economic Development (CDBG-ED) program is a source of financing for companies that are expanding an existing facility or starting a new operation in a non-metropolitan area of Kansas.
Sales Tax Credits and Exemptions
Kansas has a variety of sales tax credit and exemption programs available that offer significant savings to companies.
Tax Increment Financing (TIF)
TIF is a real estate redevelopment tool applicable to industrial, commercial, intermodal transportation area and residential projects.
Neighborhood Revitalization Program (NRP)
A locally (City or County) managed program that provides tax rebates to property owners who make improvements to properties in a defined area that raise the appraised value of the commercial or residential property. The term can be up to ten years of rebates depending on the project and value.
Rural Opportunity Zone (ROZ)
77 Kansas counties have been authorized to offer state income tax waivers and/or student loan repayments to new, full-time Kansas residents.
